BillBoard Rules and TV Reception

Channel 13 is our local Brighthouse cable company's channel ( Owned by Comcast).  It lights up immediately every time you turn on your set.
Palm Coast gets it's TV broadcasts from the Orlando region. One county north, in St. Johns;  they get the Jacksonville stations.

Are our city officials sophisticated?  Or are they just royal pains in the ass who are  looking to hire more code inforcement lackeys?  They are fussing and feuding all the time with constituents about their strict 'No Signs' ordinance.

Inconsistency of enforcement is our Code Enforcement Department's hallmark.  Because of payoffs?  Political and personal influencers?  Or just plain bad judgement?  (They will probably say they need more enforcement personnel.  I say we need less rules.)
